I will assume you know "short" means to bridge the two conductors with a metal object since you demonstrated some expertise measuring voltage. You simply short the two conductors together at each place you can access them to fire the strobe. To trouble shoot your problem I suggest you work your way from strobe to camera confirming as you go that the strobe will fire. These units will likely fry modern sync circuits after a few pops so I don't dare connect them directly to the cameras. Legacy film camera generally used mechanical switches for flash sync which could easily tolerate much higher voltages such as the 270 v my old Vivitar 283 (made in Japan) speedlights have. This level is actually typical for current flash gear in the era of electronic flash sync circuits. I seriously doubt the 9.8 voltage is responsible. Both receivers will fire a Nikon SB-800 flash when it is mounted on the hot shoe of the receiver and it is in sync with the shutter. I don't know if this due to the low trigger voltage of the Studio Flash which I measured as 9.8 volts. The status indicator lamp flashes on both the transmitter and receiver when I fully press the Test Trigger Button on the transmitter. I tried this with two different receivers.
